Move repo/project off Google Code

One of the official owners of this project should move this over to GitHub 
before it is lost.  It will be better for the project.

I would go for GitHub as well, but there's a clone here that I think Atif 
want's to switch over to some day: https://bitbucket.org/raboof/elmah/overview

GitHub does not support Mercurial, which is a real shame (and I really don't 
understand why they can't separate the DVCS system from the collaborative 
features), so the plan for the new home is BitBucket. In fact, it is already a 
home and the code has been mirrored there since some time & I'm happy to 
collaborate there.

While I think a lot will be lost anyway (like links going dead) because Google 
Code decided to shutdown as opposed to simply freeze, you can be rest assured 
that the code won't be and it's the least of the worries and issues.
