from scratch lidar package, can run bag file with rviz from launch file #30

You can delete my previous pull request. This package has a launch file that runs a bag file with rviz, and it has a subscriber node that subscribes to /scan topic and doesn't do anything right now. We can start from here, and use that other repo as a reference
