Open Windows Registry (regedit.exe).

Jump to Computer\HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Bluetooth\Audio\AVRCP\CT

Create REG_DWORD DisableAbsoluteVolume and set it's value to 1.
