[Feature] Grafana cloud integration

The system trading app already provide metric endpoints. But I didn't setup grafana on azure. Because it was costly.

Grafana.com provides a free hosting service. Let's use it.

• [ ] Check if metric endpoint is available
• [ ] Add grafana IPs to allow list
