Failure in creating new experiments #277

What steps will reproduce the problem?
1. create experiment
2. hit submit
3.

Expected Behavior:
Hit submit, see 'success'

Actual Behavior:
hit submit, see 'failure'

What version of the product are you using? On what operating system?
windows 7, chrome

Issue was resolved.  User was using old version of website (oscon)
