Camera does not work for 3G/4G when Wi-Fi is off #59

What steps will reproduce the problem?
1. turn off Wi-Fi on the phone and only use 3g/4G NETWORK OVER THE PHONE 
2. start the app 
3. it gives an ip which looks like: 21.xx.xx.xx: 8080
4. point your browser to that url and the request will time out 

What is the expected output? What do you see instead?
Expected: video feed
got : browser time out 

What version of the product are you using? On what operating system?
i compiled the code from git hub using eclipse and installed it into my Android 
phone. 

Please provide any additional information below.
