Changing colour of tick/axis labels #598

Now that these labels cannot be styled with CSS, it would be greatly 
appreciated if there was a flot setting to change the colour of individual 
tick's labels.

It's not yet set in stone that the ticks won't be style-able.  But this is 
definitely something we need to keep in mind as we finalize CSS v.s. Canvas 
text support.  If we don't allow styling, we need to start exposing some of 
those options.
