deeper linking in views with tabs #368

Need routes, handlers in viewcontrollers so we can have app urls that can launch a legislator view to the sponsorship tab, etc.

Got deep linking to segments/tabs of legislator view. So congress://legislators/U000039/sponsored works (as should congress://legislators/U000039/votes and congress://legislators/U000039/about) , but perhaps congress://legislators/U000039/sponsored/s1212-113 is in order too?
