characterize the various identifiers used to describe rulemakings #11

FR.gov and Regulations.gov have "document #", "document citation #", CFR citations, etc. What do all these numbers refer to? What are the variations of each that occur, since they're not internally consistent? Are they consistent on an agency-by-agency basis? Docket-by-docket?
