I started on a PTAR parser at the first hackathon, but it doesn't handle ranges well, doesn't deal with any types of documents besides the US Code and the CFR, and might not output data in the format we want (though that format is still TBD at this point). It will need to improve to be useful. Depends at least in part on US code and CFR parsing being done.
