improve the table 3 scraper #14

One of our hackathon contributors worked on a table 3 scraper, but it needs to be more fault-tolerant, and needs to output in whatever standard edge format we settle on.

While I support us having a standard edge format, we should also simply provide this as a standalone collection of data, to the community, in the simplest format possible.
