write some OIRA collection scripts #15

We currently have info from OIRA by way of federalregister.gov, which republishes a lot of it, but reginfo.gov probably has data that goes back further than FR.gov, so we will eventually need an apparatus to consume all of that straight from reginfo.

As best as I can tell, FederalRegister.gov only takes RINs and legal authority info from Reginfo.gov. There's a lot of additional metadata on Reginfo.gov - most of it not that profound (contact info for point people at agencies on a particular rule, for example) but the extent of the metadata can vary widely from rule to rule and we may find some interesting things. For example, I've seen rules with flags set specifically for whether the rule is part of the "health care law" from 2010, and part of Dodd Frank.

OIRA claims to go back to 1995, and FR.gov goes back to October of 1994, but I have no idea how good FR.gov's integration with OIRA is historically - we should have our own copy of the information, straight from the source.
