fr: how can we get the federal register before 1990? #9

FederalRegister.gov only has records back to about 1990, but to get a complete picture of rulemakings, we need to go back further than that. Where can we get rulemaking information from before that?

One place to look might be our regulations.gov data. Some agencies have rules (including FR cites) that go back that for, for example: http://www.regulations.gov/#!documentDetail;D=EPA-HQ-RCRA-1986-0048-0001 but it will vary by agency, so is not especially complete. What other options do we have?

Just for the record, for rules and proposed rules, from my testing FR.gov only goes back to October of 1994. Some of their other document types might go back further, I haven't investigated.
