Better description of norrin in README? #18

This looks potentially re-usable, but I don't have a clear idea of what it does. What messages does it convey? How does it convey them? It seems there's a dashboard of some kind - what's that do?

But yes, more seriously: this software is involved in brokering data to our soon-to-be-released push notification feature for Congress for iOS. @jcarbaugh and @dcloud will no doubt be able to supply more useful answers by & by.

Hey @jpmckinney, I updated with a marginally better README. I'm working on a post for the Sunlight blog that will give some more details about how Norrin is used.
