What's OC using for an amendment source right now? I can confirm that our Congress API's amendments feed is very behind, but the one you linked is present in the API.

OC has it now, actually, but it wasn't there at the time I opened this. We pull from US/congress.

Okay, well I diagnosed it as an API-level problem. So us/congress works just fine, but our API's loader for that data had a bug. Thus, our two bugs are entirely unrelated.
