Most of the additions are in the spec/models/bill_spec.rb file to test the #find_all_by_most_user_votes_for_range class method
Other changes include better spaces, attr_accessible for strong params, and removing a completely commented out save_associated_user private method

These bill/vote generation loops are clever (clever in a good way, not a bad way, I think)
