get_sunlightlabs_data.rb uses the deprecated congress API

This script updates a few fields from the old congress API. Most of these are available in the unitedstates-legislators files.

• website (from url)
• fax
• phone
• contact_webform (from contact_form)
• congress_office (from address)

The only remaining field is sunlight_nickname, which should be pulled from the new congress API sometime before 2015.

The first 5 fields are now taken from the unitedstates-legislator files, as of commit 0f3c5395. We also import a nickname from those files. We can probably just remove sunlight_nickname and drop this script altogether.

Setting to M1 since this can wait until after the relaunch.
