screwy webk entries #24

the webk files sometimes have bogus entries-that is, they are empty except for some metadata fields and the start date and end dates. These are the initial fields that are populated. This problem manifested itself in the webk for DSCC as of Sept. 10 for the august webk entry... Perhaps this is a filing issue on FEC?

This apparently is a thing that sometimes happens. This particular error stems from a filing "too large to fit on one microfilm reel" -- the wrong row got processed into the table. Because we rely on this file to be correct this may be tricky to fix.

Am gonna close this. This apparently gets fixed by FEC in due time. So there may be a risk of this sorta thing recurring, but not an easy fix for it.
