Somehow a lowercased committee id is breaking some stuff. Presumably this was lowercased in the ie submission and never uppercased? Needs some investigation.
It came up here: http://realtime.influenceexplorer.com/filings/897651/SE/ . Probably the logic that doesn't change an existing candidate id should instead just uppercase it...
