Define Dataset: Energy and Environment

Define the essential substantive elements of core Energy and Environment data, per #11. What are the components that it must minimally include? Do we have a dataset that we could hold up as a model?

In order to keep this flexible, we need to define the dataset loosely. After looking over the data provided for a couple of dozen types of permits in a handful of states, I think this might do the trick:

• permit type
• permit #
• applicant name
• facility name
• status (pending, approved, denied)
• type of request (e.g., new, renewal, modification)
• location (e.g., state, region, county, address, perhaps even coordinates)
• permit documents URL (many permit records include a great deal of documentation)
• effective date
• expiration date

I learned about a great data set at a community meeting last night. Virginia DEQ provides GIS tools and shapefiles mostly around water quality in the state's rivers.
