Fork Open Data Census #5

Fork the Open Data Census, per #3, so that we can start making the necessary modifications to it, and then explore what changes will be needed to set up our own ranking criteria. Open tickets accordingly.

I've forked it on U.S. Open Data's org. account (since I don't have access to do that on Sunlight's org. account). We can move it over here later.

It looks to me like questions and their scores are stored within a dedicated Google Sheet. This, of course, would simplify this process enormously.

I don't think that we need to fork this. I think that we can use it in-place, and simply modify the contents of the Google Sheet. I've signed up on their site, and hope to hear back from them soon.
