Add a stylesheet for tagcloud, as it is removed in #144, close #267.

@nabobalis I created a demo using ablog start, the stylesheet seems to work fine on index.html, but every tag in post page has line-break(and font-size takes no effect), but they are the same in both HTML and CSS, I am not sure why, do you have any idea?

The ablog css is missing if I look at the sources under _static. Don't know why.

OK, I need to use pathto to get correct path to _static files, everything goes well now.
