I recognize that this is a sunpy affiliated package template BUT affiliated packages are not required to build on top of sunpy to be an affiliated package. They could provide general capability and not need sunpy. This is true of my roentgen package which I'd like to be considered for an affiliated package. The default could be to have a sunpy dependency but there should be the ability to not have it.
