Document a policy for adding a new repository to the sunpy org #18

We discussed this at the coordination meeting, and there was general agreement that there should be a (short) process for adding a new repo to the org.

We should add these kind of org-wide policy documents to this repo. I think this one should just be "open an issue here and discuss"
