Improve the .github pages #7

We now have project wide pages that appear on the all of our repositories and the website: https://github.com/sunpy/.github/blob/master/SUPPORT.md https://github.com/sunpy/.github/blob/master/CONTRIBUTING.md

Reading these my impression is that both of them are bit thin on details and useful information but also overlap on many ways. These pages are quite important that we should have a larger review and hack on what we want to broadcast with these pages.
