constrain/liberate liquidity with interest rate management for interchain loans
- ioer as ceiling, onrrp as the floor
basically want to port the Fed's interbank loan system to the interchain loan system to manage interest rates in the DOT economy with similar transmission mechanisms with Polkadot's treasury as the equivalent of the Fed
limitations
would need to design a credit system with identity -- I think this will be valuable regardless
