get subxt working #47

the previous PR added subxt to the repo but it doesn't work, we may have to remove it and I almost think it might make more sense for this tool to live in its own workspace in another repo

regardless, we can use the code in the subdirectory as a start -- the main current issue arises from using the same dependencies that substrate-subxt uses....

the move is to just move this logic to my fork of substrate-subxt
