Model 705 VRefAutoTms: Should be 32 bit? #169

Other Tms points are 32 bit. Should this one be as well?

RspTms has a scale factor which may require a larger field. VRefAutoTms does not have a scale factor and the max value specified in 1547-2018 is 5000 so a uint16 should be sufficient.
