Models 705, 706, 707, 708 - Update VRefPct unit label to VNomPct to clarify usage #231

The VRefPct units label is confusing especially since model 705 has a point with the label VRef. The units for voltage are intended to be a percentage of nominal voltage as specified in IEEE 1547-2018. Updating the units label to VNomPct clarifies the correct functional behavior.
