Tried repeatedly to save config file and nothing happened, if I went then to "SFTP Open Folder" it did not shoiw anything. I was using vim keyboard commands thru the plugin 'vscodevim'. Eventually it occurred to me to use "File-->Save" and then the (vscode-sftp) plugin properly triggered and accepted the new config file. Going thru the menu seems to be the only way that vscode-sftp realizes there is a new config file in the temp dirctory.
