Changes related to MetaCell/NetPyNE-UI#571 , MetaCell/NetPyNE-UI#580

Add metadata for the rate spectrogram plot in netpyne/metadata/metadata.py
Add plotRateSpectrogram to the list of available plots in netpyne/analysis/utils.py checkAvaliablePlots and check if the plot is available for the GUI
