Add release flow #18

Describe the chore

Once a github release is made, it should trigger a github action that builds, test, and deploys the java package to the appropriate service.

Additional context

Currently there is no decision on wether this should just be GitHub Packages or something like OSSRS from sonatype.

Release flow has been added to GHA.

The settled solution, is I provided a PAT with package:write access, which expires after 180 days. 31/08/2023 It would be better if someone from the team could provide a PAT to write to packages, since they are more stable.
