activate the extension even if i've an invalid copilot license

once we've added github.copilot-chat as extension dependency, it requires a valid copilot license to be activated.

find a way to disable "chat participant" feature if so.

This would be great! Would be able to use this with other editors like Cursor (even if that's without the Chat Participant features)
