Add add all install versions now TLE supports multiple versions #66

What kind of change does this PR introduce?

When dbdev 0.0.2 was created, pgtle did not support having multiple versions of the same package installed at the same time.

now that it does, we should load all versions returned from the endpoint so users can pick their install target
