What kind of change does this PR introduce?

Adds pre-commit hooks to verify:

spaces vs tabs
each lint is contained within lints.sql
no larges files are added
no mixed line endings
no trailing whitespace on each line

The pre-commit hooks are evaluated in CI

Documents that lint.sql contains a single query containing all lints
