Added Unit Tests for CI, and added other improvements

Description

This pull request added Unit Tests for CI, Added SwiftLint Instructions to Makefile, and Fixed the Pull Request for SwiftLint

Issues Resolved

• [x] Unit Tests are now tested for any pull request
• [x] Users can run SwiftLint without doing a pull request first
• [x] SwiftLint push changed to pull request in yml file

Changes Made

• Utilizing Github actions I created a new yml file that will test any tests written in the Tests > StringCatalogEnumTests > StringCatalogEnumTests.swift. This will be run whenever anyone creates a PR
• Updated README with instructions on how to run SwiftLint before someone opens up a pull request
• SwiftLint will now be checked for every time someone does a pull request
