Adds uberseg weights for metacal fitting on top of ngmix v2.X. Expands #74 and closes #77.

The one suggestion I have is the change in swarp projection. However, since the coadd PSF doesn't actually do anything with the coadd PSF, I'm fine with the code as-is and putting this on our list of eventual pipeline improvements (i.e., make an issue with the enhancement label).
