There's a lot of things that can be modified about how I implemented this, including hiding additional controls. However it appears to be at a well working state now where all the sites disappear and they reappear 1 by 1 over time with popups and the month/year at the top.
To restore the normal view after initiating Way Back mode, one would have to hit X on the Way Back panel (like before) and manually add each layer back in the layer control (construction, open, permit, etc).
