General: Additional status selections

Expand the type of status' we have beyond Open, closed (x2), construction and permit

• Add a new “Planning” status, before “Permit”. To be used once planning is discovered (not simply on Find Us), but before actual permits are issued. Good idea!
• Add a new “Abandoned” status that won’t show on the map. Rexford proposed this for the Kalispell thread, which was in permit status for years, then Tesla removed it from the map. We may want to add Kalispell back and retain history, so “Abandoned” is better than deleting it.
• Add a new “Being Expanded” status, to show that a location is open but also indicate construction is happening at the site so that the community can check for updates.
• Update icons used for these locations
• Include details at previous points in time - e.g. changes in stall count recorded in the database, so that historic stall count is accurate for wayback display, etc.

We haven't implemented an "abandoned" status, but we have "plan" and "expanding" now, with stall count history. I think we can count this as done. @Rovastar what do you think?
