Who I can set only 2 homes #64

What is the permission for the player to only have 1 house limit since default has 3

If you've enabled use-max-home-permissions you can use theSpawn.homes.unlimited to make the home-amount unlimited for player or theSpawn.homes.NUMBER (e.g.: theSpawn.homes.3) to use a specific amount.
