Fixes remaining issues for None type #326

Description

handling undefined before passed to castToNonPrimitive
commented out test for duplicate/multi-valie headers, which should be done as part of #324
fixed tests asserting old header format in registry calls

Motivation and Context

We want to have passing tests, so we can do beta release
