chore: Small maintenace tasks

These are some small tasks I've accumulated while exploring types bundling. Too small to roll into their own PRs.

• Rename index.cts to index.ts
• ESLint: run only on src/ and test/ dirs
• ESLint: disable import/no-unresolved rule in packageTypeScript test
• Types: Explicitly mark public interfaces
