Add `recruitment/get-cv` profile and `mock` map

Description

This PR adds recruitment/get-cv profile and mock map

In contrary to previous recruitment profiles new use case specific errors were defined:

• CandidateNotFound
• CVDocumentNotFound

This use case specific errors helps with harmonisation of error handling of multiple providers.

To be able to handle errors in integration parameters (these errors are provider specific and can not be explicitly defined in profile) new error code introduced:

• WrongIntegrationParameter

Motivation and Context

Support for CV document download is required by CV Analyzer example app.
