need visual tool for vector editing

When specifying the initial velocity for a particle system, it would be nice to 
have a tool showing an origin location and an ending location, which could be 
used for determining the X, Y, and Z values.  This visual tool could be used to 
directly input the "Local Velocity" parameter for a particle system, and then 
another instance of the tool could be called for entering the acceleration.

Moving the starting location of this vector tool could be used to change the 
particle emitter location, though there might also be cases when you'd want to 
move the vector tool out to where it would be more visible without this 
changing the emitter location.

This needs review to see if it is still valid for Kuda2. These need to be 
retested and opened as needed. On hold for now until that happens. Commend as 
needed.
