UX/UI improvement

Update design of character counter for inputs and text fields across the wallet following design suggested below.

ACCEPTANCE CRITERIA:

Add negative value for the counter (when exceeding the limit) and error message below the input showing the available limit. Error message text to be used everywhere: "Maximum X characters are allowed in this field"

I have a question @onvisions : should we have negative value for the counter (when exceeding the limit) and error message below the input showing the available limit here? Currently there is no limitation:
