Fix tasks fetching from Umbraco endpoint #52

After new tasks have been uploaded, they aren't getting picked up by Web project. This needs to be fixed.

To do:

1) Leave only new + seldom used tasks from 2017 BuildStuff 2) Split task endpoints into 2: one for competition tasks, one for duel tasks

Rules for division of the tasks: For duel: all easy tasks from last year and students' internship tasks. For self paced: all new tasks and not popular tasks from last year.

111 tasks in total are available now. 55 regular, 56 for duel.
