Why whenever I run the Project it says a project with teh Output Type of Class Library cannot be stated Directly?

When I run the plugin solution it gives me this error.

You've set your startup project to a library, you can only run executable YOu can't run the plugin directly

Is this intended to be added to the documentation ?
