Top and bottom layers don't generate #4273

What happened?

When I set it at 2 top/bottom layers, the top/bottom layers don't generate. This occurs with many different models.

Making it 3 top/bottom layers fixes the issue) image image

Operating system

macOS 14.3.1 (Sonoma) arm64 (M1)

Printer model

Ender 3 Neo, heavily modded

can't reproduce on windows. nor on linux
