Fix Rotary Encoder Footprint #14

Rotary encoder footprint for v1.0 is too small

pin spacing is smaller than 2.54mm and courtyard diameter is off by ~5mm
either redesign dyno control board with new footprint, or mini rotary encoder adapter for current footprint

We have additional rotary encoders which aren't already soldered into breakout boards. I think they would require some pull-up resistors but that is it. This is worth investigating as they are cheaper than the breakout board ones.
