This posts builds upon https://gov.gitcoin.co/t/a-quadratic-funding-powered-social-network/9462

The goal of this ticket is to build a QF Social Tipping Bot on Discord. A normal discord bot that I can use to do Quadratic Funding - powered microtips as the main engagement mechanism for rewarding users instead of likes.
